Hi, your hair looks really dry and blown out. The first thoughts that come to mind:
Shampoo at the most, two times a week but condition every day. Keep it wet until you're dressed, then carefully finger comb a leave-in conditioner through it. Follow this with a gel or mousse that has high hold properties and dry it slowly, scrunching it only.
Lift your hair at the roots with your fingertips as you dry it to add height which gives you shape. Use your fingers to direct the hair into whatever style you want. The more gentle you are, the less frizz you'll get.
Be especially careful of the ends as they wind up moving back and forth against your clothes and will want to break the bonds that hold the curls together. Choose your fabrics carefully too.
On windy days, a high hold hairspray is a must once your hair is dry, but only use as needed to avoid build up.
