My Hair Frizzes Up Into a Triangle!! Help!!!

What type of cut should I get for my problem hair?? My hair is extremely thick and curly and tends to frizz up so I look like Bozo.

I have tried thinning out but that only lasts a week or so. Layering does not work.

Please help.
