I have naturally somewhat curly, somewhat wavy hair. Here's what I do to create that loose wave look rather than the tight curl look.
After I take a shower, I always use a moisturizing conditioner. Then I put in a leave in conditioner and separate my hair into a couple of sections, and sort of twist and clip it. Once my hair is dry I take the clips out.
If it's too curly then, I simply take a flat iron and slightly, carefully straighten it - but not so much that the hair will be straight.

This is very popular look these days! If you're blessed with this natural wave it's easy - just wash and go. Simply air dry.
If you do not have these waves naturally it will require a little more effort.
One option would be to get a 2 inch barrel curling iron. This iron does not really curl the hair. It simply creates waves.
Another option that needs a little more patience is a flat iron. Yep, I said a flat iron! You want to look for a flat iron with the metal sheet that wraps around the edge of the flat iron. If you look at the different flat irons some have just a little metal rectangle in the center of the tool. Other flat irons wrap around the edge (the rectangular metal piece extends slightly over the edge of the tool).
CHI makes a good one.
If you look at this picture the ends of their hair are straight to slightly curved. No curl really.
To get this look you take sections of hair like you would when using a curling iron, only as you take the flat iron down your hair you are turning the iron at the same time, in a circular motion. This creates more of a disheveled natural appearance. It takes some skill to get the perfect flow. If you stop mid-way you create a kink and that's not so pretty. So be patient and have fun. It's not supposed to look perfect!

The best way I can think of is to first wash your hair. Then after you wash your hair run some kind of styling cream like gel throughout your hair with your fingers. Then braid your hair in two pigtails and let your hair dry. Hopefully once your hair is dry it'll look and stay wavy, when you unbraid your hair.
