How Can I Turn My Soft Waves Into Curls?

My hair has a very soft wave to it. I have to add lots of mousse to it in order for it to make it wavy. I would like to know what I can do to make the waves a little tighter, or how to make it curly.

Is there a special product for this? Also I don't like the "wet look" some mousses give you. Does anyone know of a good mousse that won't give you that "wet look"?
