When my hair is like half way dry after I have styled it, I blow dry my hair upside down. I know it sounds funny but if you hang you head upside down and blow dry the roots and put on some hair spray it works.

As it dries slowly, I'm assuming you are using a gel or mousse on the top, keep pushing your fingers into the root area and gently lift the hair about an inch. Do this gently as the hair dries and if necessary, add a little hairspray to hold that lift when it's almost dry. Works for me and doesn't tend to frizz the rest of the hair because you're being gentle.
