Do Layers Make Your Hair Thicker?

I have naturally curly hair and it's medium thick. I want to know if layers make your hair thicker? Also, I hate when my hair dries - it perks right up and dries wide. It's probably about a foot wide of tight curls but it's not frizzy. So I was thinking to get it thinned, so it's not as big, but I don't know if I should use thinning shears and people also told me to use razors.
